Research Overview
Scaling Agile without losing control.
Telecom companies are rolling out 5G, cloud and virtualised networks across many countries at once — projects that are huge, fast-moving and heavily regulated. Traditional project management struggles at that scale, and team-level Agile alone does not solve cross-border coordination, compliance or cultural differences.
This research asked how multinational telecom organisations can scale Agile without losing control. It combined a systematic literature review with a survey of 118 telecom practitioners — product owners, developers, Scrum Masters, project managers and QA engineers working mainly in India and Germany.
The findings suggest that hybrid models, such as tailored versions of SAFe, LeSS and the Spotify model, can improve coordination, transparency and stakeholder satisfaction. Their success, however, depends on leadership commitment, coherent governance and continuous learning. The thesis turns these insights into a practical seven-part framework to help executives and project leaders achieve agility without compromising control.
The Research in 30 Seconds
Challenge to outcome.
01
The Challenge
How can multinational telecom organisations scale Agile while dealing with regulation, cross-border coordination, cultural differences and complex 5G and cloud infrastructure?
02
The Approach
Mixed-methods research combining a systematic literature review (PRISMA protocol) with quantitative survey analysis and regression modelling.
03
The Evidence
9 studies selected through full-text screening, plus survey responses from 118 practitioners across telecom operators, vendors, consultancies and regulators.
04
The Finding
Hybrid Agile can balance flexibility with governance and compliance — but results depend on leadership, governance alignment and adapting to context.
05
The Outcome
A seven-dimension recommendations framework for multinational telecommunications organisations.
Key Findings
Four themes from the analysis.
Hybrid Agile Implementation
01Scaled Agile in telecom is commonly adapted into hybrid models that combine Agile practices with traditional governance and project controls.
Cross-Border Challenges
02Distributed teams, regulatory and cultural differences, vendor ecosystems and coordination complexity create significant challenges.
Performance Impact
03Governance alignment, framework satisfaction and contextual adaptation are associated with better speed, quality and satisfaction; coordination and skill gaps can constrain them.
Contextual Adaptation
04There is no one-size-fits-all approach. Agile frameworks need adapting to regulatory, cultural and organisational contexts.
